You can make any app you like portable by statically linking all of the dependencies at build time. Since theres no registry like on Windows, its much less of an issue. I don't know if the creators of the portable apps are fans of Windows, but I would think that people would like to use portable apps without downloading Wine for Linux.
2y On Linux, 'installed' usually just means copied into /usr/bin or some such folder. Allowing you to bring it with you to run from a USB flash drive. It seems to me like all the portable apps on this website are for the windows OS's. Furthermore, the disk management tool can be made portable.
